Berlin council makes Healy's new title official

BERLIN - The Town Council voted unanimously to appoint Jack Healy acting town manager in its first since the Nov. 7 elections.

Healy has been temporary town manager, but his 30-day term will end on Nov. 26.

Healy will be acting town manager for up to 150 days. His time in the position cannot run past April 25, 2018.

He will have the same authority as acting town manager - to sign and negotiate contracts, amendments and grants - as he has had as temporary town manager. His stipend will remain at $3,000 in addition to his $114,108 salary as public works director and town engineer.

Mayor Mark Kaczynski said three candidates have applied for a permanent job as town manager. He said he wants to bring all of the new council members up to speed on each candidate before making a decision.

“The town manager is the chief executive of Berlin. They run the day-to-day. We took our time. There’s no need to rush,” Kaczynski said.

In the meantime, Kaczynski said, the town is in good hands with Healy.

Healy, a resident of Litchfield, applied for the full-time job in July, but under the Town Charter, the town manager must live in Berlin.

Other items on Tuesday’s agenda included the designation of Republican Brenden Luddy as deputy mayor by Kaczynski.

The council also unanimously voted to reappoint attorney Jeffrey Donofrio as corporation counsel for another two years. Donofrio was hired in 2015.

Councilors were appointed to the following:

n  Budget Committee: all council members.

n  Ordinance Committee: Mayor Kaczynski, Brenden Luddy, Amy Maier Daniele, JoAnn Angelico-Stetson and Peter Rosso.

n  Rules and Procedures Committee: Alex Gianonne, Amy Maier Daniele and Karen Pagliaro.

n  Audit Committee: Brenden Luddy, Amy Maier Daniele, JoAnn Angelico-Stetson.

n  Physical Services Committee: Alex Gianonne, Brenden Luddy and Karen Pagliaro.

n  Committee to Oversee the Robert Wolf Incentive Plan: Mayor Kaczynski, Alex Gianonne and Karen Pagliaro.

n  Connecticut Conference of Municipalities: Mayor Kaczynski.

n  Central Connecticut Health District Committee: Karen Pagliaro.

n  Technology Committee: Brenden Luddy, Amy Maier Daniele and JoAnn Angelico-Stetson.

n  Playing Fields Committee: Brenden Luddy, Peter Rosso and Amy Maier Daniel.e

n  Plan of Development Committee: Mayor Kaczynski.

n  Fire Strategic Committee: Alex Gianonne and Karen Pagliaro.

n  Community Conversations: Alex Gianonne, JoAnn Angelico-Stetson and Mayor Kaczynski.

n  Manager’s Evaluation: Mayor Kaczynski, Brenden Luddy and Karen Pagliaro.

n  Meeting House: Brenden Luddy and JoAnn Angelico-Stetson.

The next council meeting will be on Dec. 5 at 7 p.m. in the Council Chambers in Town Hall, 240 Kensington Road.
