BERLIN - A public hearing for an ordinance appropriating funds for the reconstruction of Zipadelli Field has been set.
The Town Council, minus Councilors Kristin Campanelli and Rachel Rochette, set the hearing at the regular council meeting Tuesday for the next council meeting on July 25 at 7 p.m. In order to get started on the project, the council is planning to also appropriate the funds following the public hearing.
“The way I understand because of the (condition) of things there’s an unusual bounce in the ball and kids are getting hurt so it’s time to do this,” said interim Town Manager Jack Healy.
The field is home to the Berlin High School baseball team and is named after Sergeant John C. “Zip” Zipadelli - one of the town’s first constables in 1945 and a police officer until the day he died.
The current infield is close to 20 years old. The project would be renovation for the entire infield. Funds would also be used to replace the infield surface, including irrigation.
The project was originally budgeted at $70,000; however, the lone bidder from Sports Turf Specialties Inc. of Wrentham, Mass, came in higher at $84,000.
The project was originally left out of the 2017-18 budget, but funds set aside in 2011 for a final development stage of the Sherwood Mill project, Finance Director Kevin Delaney said, that aren’t expected to be used for the Sherwood Mill project, will be used for Zipadelli field. The remaining funds from the Sherwood Mill project will go toward the recently approved security vestibule construction at the three elementary schools and one middle school.
“Let’s get it done,” said Mayor Mark Kaczynski. “I don’t want to have a subpar field for our baseball players. That’s not a good thing.”
In other highlights, the council also:
n Transferred $32,829 from the Pension account in the Town Manager & Revenue Collector departments to the Department Head account in the town Manager department to cover higher than budgeted expenditures. The transfer covered unused vacation time paid to the former town manager, and a stipend given to the then temporary and now interim town manager.
n Increased the base lease agreement with Noresco to $9 million to account for change orders that arise from additional energy conservation measures. The base contract was approximately $8.7 million and budgeted for the increase with contingency funds. The 20-year agreement was approved Dec. 1, 2015 and was an effort to update the HVAC system at Town Hall.
n Adopted town policies for Debt Management, Capital and Fund Balance to meet best practices of GFOA and policies adopted by AAA rated communities.
n Awarded the contract for the town’s “Business Continuity Assessment” to low bidder BlumShapiro in the amount of $24,500 plus a 20 percent contingency. The move is to create a plan of the roles, responsibilities and procedures of the town should the town’s servers be impacted or a disaster occurs.
n Transferred $35,484 from the electricity account in the public buildings department to the electricity account in the schools department to cover higher than budgeted expenditures.
n Extended the contract for refuse and recycling collection by Trash Away Inc. of New Britain through June 30, 2020.
n Approved purchases in the amount of $152,752 for books, DVDs, data services, maintenance and supplies for the library from the Connecticut Library Consortium and Library Connection, Inc.
