NEW BRITAIN - The Hospital of Central Connecticut is looking to acquire what will be a new facility in Rocky Hill that will specialize in ophthalmology, or eye care.
In an Aug. 7 filing with the state’s Office of Health Strategy for regulatory approval, The Hospital of Central Connecticut said they would like to spend around $399,000 to acquire 51% ownership of Rocky Hill Surgery Center, 111 Cromwell Ave.
“If approved, this partnership will continue our efforts to provide more access to high quality, cost effective and integrated services in the communities that we serve,” said Gary Havican, president of The Hospital of Central Connecticut and MidState Medical Center, in a statement. “We want to provide the right care, at the right place, at the right time for our patients.”
According to the filing, Rocky Hill Surgery Center is a newly formed entity licensed to operate an outpatient surgical facility that was previously known as Personal Choice Surgery Center, located at 85 Church St., Middletown. It is currently 85% owned by a group of physician investors and 15% owned by Constitution Surgery Alliance, LLC, through ownership of a holding company, Rocky Hill Surgery Center Holding Company, LLC. The previous center in Middletown temporarily stopped its operations in December 2018 pending the renovation of and relocation to the new center at the Cromwell Avenue location, the filing said. The renovations of the new center, which include bringing the number of operating rooms up to two and having the shells for two more, are expected to be completed by the fall of 2019.
“(The acquisition) will help finance renovations, equipment and technology and ensure that the Center continues to exist as a lower-cost alternative to hospital-based inpatient and outpatient surgical services,” the filing stated. “In addition, (Hartford Health Care’s) Financial Assistance Policy will be implemented … where previously charity care was handled on an ad hoc basis - and having a non-profit hospital partner will ensure access for Medicaid recipients and indigent persons.”
As of the date of the filing, 13 ophthalmic surgeons have acquired indirect interests in Rocky Hill Surgery Center and will be on the medical staff at the new center. Constitution Surgery Alliance will manage day-to-day operations of the new center.
Constitution Surgery Alliance, which operates and manages outpatient surgery facilities and departments throughout the East Coast, has several partnerships with Hartford Healthcare around ophthalmic surgery. That includes the Hartford Hospital Eye Surgery Center in Newington, which historically has performed more than 9,000 ophthalmic cases per year.
Cases at the center are projected to near 4,200 by fiscal year 2022, the filing said. The primary service area will include Meriden, Plainville, Rocky Hill, New Britain, Newington, Wethersfield, Berlin, Cromwell, Middletown, Glastonbury, Southington and Wallingford.
