Frances Bay Arsenault, 94, widow of Edmund J. Arsenault, passed away peacefully at Hospice House in Tavares, Fla., on Feb. 5, 2018.

Frances was born in Hartford, Conn., to Frances Cervera Bay and Vincent Bay. Her working years were spent at Fafnir Bearing where she trained timekeepers to use computers to do their jobs. The Order of the Eastern Star played a big part in her life. She joined Martha Chapter No. 21 in New Britain in 1968. She was a Past Matron, current member of Temple Chapter No. 53 and was so proud to be a 50-year member this year. Her year as Grand Warder in 1978 brought her many lifelong friends.

She was on the advisory board for New Britain Assembly No. 6, International Order of Rainbow for Girls. Frances then joined the Business and Professional Women’s Club of Hartford, In.c (BPW) where she enjoyed helping on the Ways and Means Committee to raise funds for Scholarships and Community Service projects.

In recent years she divided her time between her summer home in East Haven, Conn., and her winter home in Tavares. She looked forward to her vacation in Aruba every November and so enjoyed the time spent there with her son.

She leaves to celebrate her life, her daughter, Francine A. Bailey (Roger A. Bailey) of Middletown; her son, Roger Bay Arsenault (Carol McLaughlin) of East Haven; her grandchildren, Jennifer A. Moulton (Eric Moulton) of New Hampshire, Jared Bay Arsenault (Jessica Arsenault) of Vermont, and Roger David Bailey (Kristina Connolly) of Bristol. Her great-grandchildren always brightened her life: Cole Edmund Moulton, Tanner Patrick Moulton, Aiden Bay Arsenault, Addison Rose Arsenault, Jason David Bailey and Eric David Bailey.

Calling hours will be held Sunday, Feb. 25 at Biega’s Funeral Home, 3 Silver St., Middletown, Conn., from 2 to 5 p.m. There will be an Eastern Star Funeral Service at 4 p.m. Burial will be at the convenience of her family in Cedar Hill Cemetery in Hartford.

In lieu of flowers, donations may be made to the Order of the Eastern Star, Inc., earmarked for the Youth Scholarship Fund in her memory. Mail to the Order of the Eastern Star Inc., P.O. Box 143, Plymouth, CT 06782. To share memories or express condolences online please visit .
