Plainville receives Distinguished Budget Award again

PLAINVILLE – The Town of Plainville has received another Distinguished Budget Award for the 2017-2018 budget.

The town has been recognized with this award from the Government Finance Officers of the United States and Canada every year since 2000. A wall in the town manager’s office is dedicated to the proudly displayed plaques.

At Tuesday’s town council meeting, Town Manager Robert E. Lee explained that the GFOA annually presents the Distinguished Budget Presentation Award to “governing bodies and staff who meet the highest principles of governmental budgeting.”

To receive the award, entities must satisfy the nationally recognized guidelines for an effective budget presentation. These guidelines assess how well an entity’s budget serves as a policy document, a financial plan, an operations guide and a communications device. Budget documents must be rated as “proficient” in all four categories as well as the 14 mandatory criteria within those categories to receive the award.

Additionally, when a Distinguished Budget Presentation is awarded to an entity, a Certificate of Recognition for a Budget Presentation is also presented to the individual designated as being the person or department primarily responsible for having achieved the award.

This year’s Certificate of Recognition has been presented to Town Manager’s assistant Scott Colby, who filled in for Assistant Town Manager Shirle Osle.

“He stepped in very ably to help us carry on our tradition of distinguished budgets,” said Lee, who then presented Colby with a citation for his efforts.

Colby, who joked that he was usually a man of few words - usually reading off a long list of “community happenings” at council meetings, thanked Lee for the opportunity.

“I was glad to be able to help out and step in,” he said. “I was glad to take this on.”

Colby then thanked town staff including Rob Buden, director of finance, for his assistance in preparing the budget documents.

The GFOA is a major professional association servicing the needs of nearly 19,000 appointed and elected local, state and provincial level government officials. It provides top quality publications, training programs, services and products designed to enhance the skill and performance of those responsible for government finance policy and management.

The GFOA’s Distinguished Budget Presentation Awards Program is the only national awards program in government budgeting.
