NEW BRITAIN - The state Council on Environmental Quality and the Water Planning Commission are accepting comments on the environmental study commissioned by the city as part of a proposal to allow Tilcon to mine protected watersheds.
Tilcon would return the land to the city as a reservoir after mining the watersheds for about 35 to 40 years. The proposal has drawn fire from environmentalists and area residents who helped defeat a similar plan in 2007.
The CEQ and WPC must review the 500-page environmental study and gather comments from the public.
The city will hold a public hearing on the plan after the CEQ and WPC have forwarded the comments to the city.
The public can comment on the study to both agencies.

Comments received before April 13 will be considered by the CEQ subcommittee that is reviewing the study. Comments, however, can be sent at any time.
The public will have a chance to speak during the hearing.
