SOUTHINGTON - A local sex offender has pleaded guilty to arranging a meeting with what he thought was teenage boy and asking for photos of the boy’s genitals.

The “teen” turned out to be a member of a Facebook group dedicated to catching sexual predators.

Keith Dubin, 31, of 146 Delahunty Drive, accepted a plea deal in Bristol Superior Court last week, according to court records. He was sentenced to 18 months in prison, with no probation, after pleading guilty to one felony count of risk of injury to a minor.

A charge of criminal attempt to commit possession of child pornography was not prosecuted.

Dubin had been held on $100,000 bond since his arrest on Aug. 21.

According to the arrest warrant, Dubin contacted a man posing as a 14-year-old boy via a homosexual dating app on July 21. The man is part of a Facebook group called the POP (Prey on Predators) Squad, which works to “get as many predators off the streets as possible,” according to its page.

The founder, an adult who goes by “Incognito,” has been responsible for at least four other arrests in the area using a similar sting.

During his correspondence with Incognito, Dubin turned the conversation sexual before the POP Squad member asked if Dubin was mad that the “boy” would be turning 15 soon. Dubin, the warrant said, then blocked Incognito on the app and didn’t contact him again until Aug. 17.

According to the warrant, during the second correspondence, Dubin apologized for blocking the POP Squad member. Dubin then had the user send him photos and, after receiving a few, he asked for more, including some showing his genitals. No such photos were ever sent.

The two then exchanged phone numbers and began texting each other on Aug. 17 and 18, eventually agreeing to meet at a Dunkin Donuts.

Incognito showed up and revealed to Dubin that he was an adult. He filmed the entire encounter, in which Dubin admitted he is attracted to young boys and said he has a problem that he is trying to get help for, the warrant said.

Police said Dubin implied through his conversations that the encounter with the teenager would be sexual.

The POP Squad member later went to police and gave investigators copies of the correspondences he had with Dubin and a copy of the video of their meeting.

Dubin was already required to register with the state as a sex offender before his most recent arrest. His record includes convictions for possession of child pornography, risk of injury to a minor and violation of probation.
