Unleashed, unlicensed Chihuahua could lead to prison time for owner

NEW BRITAIN - “No leash, no problem” was not what happened for a city woman who was arrested after letting her Chihuahua roam outside her home on several occasions.

Ann Richie, 74, of City Avenue, was arrested Saturday and charged with possessing a vicious or barking dog, failure to comply with dog ownership requirements and no rabies vaccination.

Police received an anonymous tip about a barking dog walking the sidewalks of her neighborhood that had almost been hit by a car, Acting Deputy Chief Jeanette Portalatin said.

Police determined that Richie owned the dog, which had no license and had not been vaccinated, Portalatin said.

The woman had been warned before to tie the dog up and had previous dog-related infractions on her record, Portalatin said.

Richie was issued a summons to appear in New Britain Superior Court and could face prison time, Portalatin said.
